Maximum general rank

Is there a relationship between maximum general rank and my level? My generals are stack at rank 51 since I was level 22, and now I'm level 24 and still there is message - "You need to attain Monarchy". Practically - does someone know what's the relationship level<>maximum general rank? I used to have same issue at level 18, but at level 19 it fixed, and generals were raising rank again till 51st rank...
