Why is Limos listed for buff removal and not Demeter? They both remove buffs with tap, but Demeter has 15% higher rate. Am I missing something?

Limos is there in the guide because she steals buff. The downside is that it's chance based. If you want someone to simply remove buff then Nirrti is the best for this role.
Steals a buff, but only for herself. What's the point? Limos getting an attack buff on water world boss... Not exactly a game changer.
I don't have Nirrti or wood Sytry or Katherine, or what not. For me it's either Limos or Demeter for buff removal. Maybe both, but if I had to choose...

Nirrti's buff removal is 100% chance before deduction from enemy's debuff EVA and other factors. She's the best buff remover comparing to other options being discussed here such as Limos and Demeter. But if you don't have Nirrti then just use whichever units you have with the highest chance to remove buffs.
You might want to add one or two buff removers to your team if you don't have any units which can use Allure on Slide, or if your Allure unit's uncap isn't high enough to ensure that the boss is consistently debuffed.Finally an event with a boost child at odds with elemental rock-paper-scissors.
