Ragna Raids

So I have barely encountered raids since starting. Normally by now I'm at least Lv 15+ raids(currently at 7) but they barely pop up with this event. Anyone else barely getting raids done? Am I doing something wrong or do I just have bad luck on this event? I completed the story part of it and on hard difficulty too.

Are these ever worth it?

I wish they took out some stuff out like the equipment tickets. I feel like they are overpriced except on extremely rare occasions. Also if it weren't for the extremely low RNG I would buy.
